Abstract. The publication of the «Message…» that was found in the Saint-Petersburg branch of the Archive of the Russian Academy of Science among the documents of the academic expeditions of the 1760–1770 is undertaken. This document was made up in the Tsaritsyn commandant office. It is of interest as the source on the socio-economical and cultural development of the Low Volga Region in the 2nd half of the 18th century
