Abstract. The analysis of relations between the Soviet and foreign cities was made in the article, the interdependence of such relations and foreign policy of the Soviet government foreign policy was elicited (the case study of Stalingrad /Volgograd). The study is based on the archival documents, which have been never published before.

Key words: Stalingrad, twin-cities, Soviet government, international relations, united towns.
