Abstract. The public inspection of penal institutions determines the effectiveness of the functioning of modern institutions of civil society. Therefore the realization of civilian control over the penal system of Russia is a major regulatory mechanism for maintaining order and political stability in the country. The article represents a scientific and practical interest in analyzing the mechanisms and ways to institutionalize civilian control over the penal system in Russia.
