Abstract. Introduction. The article examines the process of transferring the capital of the Lower Volga region to Stalingrad and the associated organizational and managerial decisions made during the construction of the new regional center (in the context of the socio-political and economic conditions that had developed in Stalingrad by the early 1930s). Methods and materials. The research was carried out relying on traditional methods of historical research (historical-comparative, historical-systemic). A significant part of the documentary base consisted of materials from the office documentation of the state and party authorities of the Lower Volga region (state archives of the Volgograd region) and periodicals of the region under consideration. Analysis. The study aims to establish the circumstances surrounding the transfer of the Lower Volga region’s capital to Stalingrad and the conditions for the organization and development of the new regional capital. Results. On the one hand, the transfer gave impetus to large-scale, multi-million-dollar investments (in housing and utilities, industrial, and infrastructure projects), creating an infrastructure base and inertia for subsequent investments and projects after 1933. On the other hand, under extremely tight deadlines and multitasking, along with a lack of a clear understanding within the administrative apparatus of the depth and scope of necessary infrastructure changes, it led to a chaotic construction and management process, the emergence of a significant budget deficit, and exposed bottlenecks in management practices.
