Abstract.  This article is devoted to the town administration in the boundary territory of the Middle Volga region in Troubled Times of Russia. According to the author there were two big centers – Kazan and Nizhniy Novgorod, others were founded as fortresses in the second half of the XVI century: Arzamas, Alatyr, Kurmysh, Svijazhsk, Temnikov, Unzha. The reconstruction of government and minor officials’ biographies helped to make a personnel list of municipal departments (voevodskie and prikaznye izby) and study the sphere of their activity.
