Abstract. Public control over the state body authorities activity is considered to be one of the mechanisms to protect the rights and freedoms of the individual and civilian, which is based on democracy values. Under the conditions of institutionalization of the civil control in RF the studies of dynamic character of democracy establishment gains in importance.
