Abstract. The author analyzes the process of literacy spreading in Russia of the 19th century. Various forms of political and social initiative in organizing public and school libraries are in the focus of attention. Having thoroughly analyzed the existing literature on the problem the author stresses the importance of the documents which helped clarify several specific issues on the history of free-ofcharge library funds.
