Abstract. Transboundary environmental problems cause serious disagreements between the states sharing natural resources. Russia and Kazakhstan have a lot of transboundary watercourses that requires development of a special mechanism of international cooperation as including questions of protection, unified approach to preserving international water quality, as well as their rational use.
