Введение. Статья посвящена исследованию вопроса об организации сбора денежных доходов государевой казны в Перми Великой 1605–1608 годов. Интерес вызывают выявленные региональные особенности Восточного Поморья, где преобладало черносошное население, а также представление о системе делопроизводства, разновидностях сборов и пошлин, законодательном регулировании налогообложения в Пермском крае, проблемах, с которыми сталкивались управленцы на местах и в приказных учреждениях Москвы. Методы и материалы. Базу источников составляют законодательные документы и актовый материал, извлеченный преимущественно из Архива Санкт-Петербургского института истории РАН. Предварительно была проведена исследовательская работа по реконструкции архива Великопермской приказной избы методом взаимного соответствия документов. Анализ. Выявлены и изучены факты сбора налогов и пошлин, относящиеся к 1605–1608 гг., выяснены изменения в системе налогообложения Перми Великой, произошедшие на законодательном уровне, сопоставлена информация указных грамот из Новгородского четвертного приказа в Пермь Великую, памятей из Чердыни в уездные города – Соль Камскую и Кайгородок, отписки земских старост в Чердынь приказным людям. Результаты. Установлено, что до 1 сентября 1605 г. денежные сборы Перми Великой поступали в Нижегородскую четь, после ее упразднения – в Новгородский четвертной приказ. В начале XVII в. продолжали действовать отдельные нормы права Великопермской уставной грамоты 1553 г., в частности о таможенных пошлинах. С февраля 1606 г. были введены правила уплаты судебных пошлин по общерусскому Судебнику, что свидетельствует о продолжавшемся процессе централизации государства. Выяснено, что в Перми Великой в 1603–1608 гг. возникали проблемы с недоимками. Ревизии в Москве и следственные мероприятия на местах свидетельствуют о строгом контроле в центральных ведомствах за доходами государевой казны.

Introduction. The article is devoted to the study of the organization of the collection of monetary income for the sovereign treasury in Great Perm in 1605–1608. The identified regional features of Eastern Pomorye, where state peasants predominated, are of interest, as well as an idea of the office management system, types of fees and duties, legislative regulation of taxation in the Perm Region, and the problems faced by local managers and in Moscow’s administrative institutions. Methods and materials. The source base consists of legislative documents and statutory material extracted mainly from the archive of the St. Petersburg Institute of History of the Russian Academy of Sciences. Preliminary research work was carried out on the reconstruction of the archive of the order hut of Great Perm by the method of mutual correspondence of documents. Analysis. Changes in the taxation system of Great Perm have been clarified, which occurred at the end of the 16th century and beginning of the 17th century. The information of the decree letters from the Novgorod quarter to Great Perm, the memoirs from Cherdyn to the county towns of Sol Kamskaya and Kaigorodok, and the correspondence of the zemstvo elders from Cherdyn to the ordered people is compared. Results. It has been established that before September 1, 1605, the monetary collections of Great Perm were received by the Nizhny Novgorod Quarter Order; after its abolition, by the Novgorod chet. At the beginning of the 17th century, certain legal norms of the Great Perm Charter of 1553 continued to apply, in particular, on customs duties, from February 1606. The rules for the payment of court fees according to the all-Russian judicial code were introduced, which indicates the ongoing process of centralization of the state. Problems with arrears constantly arose in Great Perm in 1603–1608. Audits in Moscow and investigative measures on the ground indicate strict control in the central departments over the revenues of the sovereign treasury.
